Permits and licensing
St. Louis County
St. Louis County does not require a building permit for a like-for-like replacement of asphalt shingles on a roof sloped 4:12 or steeper. The county requires a permit when the slope is under 4:12, when more than a quarter of the roof sheathing needs replacing, or when the covering changes material — and work that needs no permit must still meet the county's codes. That rule applies where the county enforces the residential code: unincorporated St. Louis County and the municipalities that contract with the county for it. Other municipalities have rules of their own.

- If you replace the shingles a storm took, is a permit involved?
- A like-for-like asphalt-shingle replacement on a roof sloped 4:12 or steeper needs no county building permit under the county's own guide — the work still has to meet the county's codes, permit or not.
- And if the damage runs deeper than shingles?
- Once more than a quarter of the sheathing needs replacing, the slope is under 4:12, or the covering changes material, the county requires a permit where it enforces the residential code — unincorporated areas and its contracting municipalities. Elsewhere, the municipality's own rules decide, and we check before work starts.
